Phishing has long been treated as a user problem: train employees, filter suspicious messages, block malicious links, and hope fewer people click. That model still matters, but it misses a more uncomfortable reality. Many modern phishing operations are also designed to burden the defenders investigating them. The goal is not only to fool one employee. It is to generate enough ambiguity, duplication, and cross-system noise that a security operations center (SOC) spends hours sorting a case that should have taken minutes.

This idea fits broader breach reporting. The result is a shift in defender economics. A phishing email that triggers one clean alert is manageable. That delay gives attackers time to move from email to identity compromise, then to persistence and lateral movement.

How workload weaponization works

At the technical level, this is less about a single exploit and more about tradecraft. Attackers combine email delivery, identity abuse, and operational friction to slow triage. Several patterns show up repeatedly in public reporting.

High-volume, low-signal phishing is one of the simplest. Attackers send many versions of the same lure with minor changes in sender names, domains, subject lines, and URLs. Those variations can defeat simple deduplication and force analysts to determine whether alerts belong to one campaign or several. They can create inbox forwarding rules, register OAuth grants, exfiltrate mail, reset credentials through support channels, harvest more users through internal phishing, or pivot into collaboration platforms and cloud storage. Impact assessment

The organizations most exposed are those with large user populations, cloud identity dependence, and under-resourced SOCs. Multiple low-confidence alerts tied to one user or one department may indicate an attacker trying to create confusion rather than a series of unrelated events.

It also helps to correlate email and identity data early. A reported phish should trigger checks for sign-in anomalies, token use, mailbox rule creation, and application consent events. Treating phishing as only an email problem leaves too much blind space once the attacker moves into the account.

How to protect yourself

Reduce manual triage. Use campaign clustering, automated header analysis, URL detonation, domain-age enrichment, and case deduplication where possible. These are not just efficiency gains; they reduce the attacker’s ability to consume analyst time [CISA; Microsoft].

Prioritize phishing-resistant MFA. FIDO2 security keys and other phishing-resistant methods are far harder to bypass than SMS or push prompts. CISA and NIST have both recommended stronger authentication models to counter AiTM phishing and prompt abuse [CISA; NIST].

Organizations that respond best to this threat are the ones that treat phishing as an identity-and-operations problem, not just an email-filtering problem. The faster teams can cluster alerts, enrich context, verify impact, and contain accounts, the less room attackers have to turn workload into breach.
